ResourceHeapEXT
Decorating a variable with the ResourceHeapEXT built-in decoration will
back it with the contents of the resource heap bound by
vkCmdBindResourceHeapEXT.

The variable decorated with ResourceHeapEXT must be declared using
the UniformConstant Storage Class
